As developer of this project, RPG negotiated the de-annexation of 1,500 acres from the City of Frisco and the annexation of same into the City of McKinney, combining it with 4,750 acres already in McKinney to total a 6,250 acre development. RPG then re-zoned the entire tract and negotiated the first Facilities Agreement in Texas to credit the developer for contributing master infrastructure and utilities. RPG reached an agreement with McKinney for the City to put in seven miles of thoroughfares ten years ahead of schedule. In addition, RPG negotiated a redistribution of school district boundaries between Frisco and McKinney to include all of the project in the McKinney ISD. The final approved development plan included 12,000 residential lots and multifamily, retail, office and industrial sites.

This approximately 16-acre tract was the former headquarters for EDS and included a nine-hole golf course and two vacant office towers. RPG negotiated a sales tax sharing agreement between the City of Dallas and CompuCom which enabled Dallas to retain a major employer and provided a purchaser for the office towers. RPG successfully negotiated with twelve separate homeowners associations to support a re-zoning of the golf course into 450 residential lots, which re-zoning was subsequently approved by the City.

Areas of Expertise

RPG has worked with cities, counties, and the state of Texas to gain entitlements in preparation for successful development. The value we create before construction begins allows us to achieve successful developments. We have experience in the following ways:

• Fresh Water Supply Districts

RPG has experience in forming Fresh Water Supply Districts through the Texas legislature, which have the ability to issue municipal bonds to finance or obtain reimbursement for roads, utilities and other public improvements. The bonds are retired from homeowner tax revenue through the Fresh Water Supply Districts.

• County Development District

RPG formed a County Development District to receive income from sales and room tax revenues, which can be pledged for revenue bonds to offset operating expenses and tourist/recreational facilities.

• Homeowners Associations

We have set up and operated Homeowners Associations at several of our larger residential developments.

• Zoning

We have been extensively involved with cities over the years in zoning and rezoning efforts.
